Because of the demand, the new document has been issued as an ISO/PAS for clarification and guidance for security seals on freight containers. This is based on material developed by the World Customs Organization, National Customs Organizations and National Testing Bodies.
The International Standards Organization permits its technical committees to draft and vote on Publicly Available Specifications as a kind of interim international standard. The PAS 17712 has a limited shelf life but it is faster to approve than a formal standard.
It was in the year 2003 when the original ISO/PAS 17712 was published. It was developed by a working group of users and manufacturers assembled by the International Standards Organization Technical Committee 104, freight containers.
The ISO/PAS 17712 focuses on the three levels of seal strength, which are indicative, security and high security. The durability of a seal was measured with tests based on impact, shear, bend and tensile strength. The values, measures of strength, then reflected numbers in use by major customs authorities.
The US Customs-Trade Partnership Against Terrorism program and the World Customs Organization’s Framework of standard promote the use of PAS 17712 compliant seals. The seals that are used in International trade improved with this standard.
Nowadays, it became very obvious that security related practices were as important as the physical strength of a seal, whether it is immature management practices or misuse. Seal manufacturers and distributors are responsible for cargo before it is shipped out.
Two important features of the PAS 17712
* The seals must show their mark whether H for high security, S for security and I for indicative.
* ISO compliant seals can only come from compliant sources and only the manufacturers certified as compliant with the normative annex can place a grade marks on seals.

General Basic Requirements for Seals:
* It must be strong and durable against weather, chemical action and undetectable tampering.
* It should be easy to apply and seal.
* It must be permanently and uniquely marked and numbered.
* The manufacturer’s logo should be easily noticed.
How does ISO/PAS 17712 affect users?
The PAS 17712 affects users for all types of security seals. Due to enhanced customs security requirements, market focus is concentrated on seals classed as high security (bolt or cable seal).
The suppliers must be sure that their product and procedures conform to the requirements and able to produce the important certificates of compliance on request.
And to the buyers, they need to be vigilant with their purchasing. They must obtain evidence that the chosen product passes both the performance test and manufacturer’s internal procedures to comply with the standard and independently audited to that effect.
The Customs and Border Protection issued a notice in the Federal Register that all loaded containers shippers and importers entering the United States starting October 15, 2008 are required to be sealed with a seal meeting the PAS 17712 standard.
