Standard cable locks are used on rail cars and truck trailer doors as they are flexible and easy to put through the doors and then they are easy to cut at the other end.   They don’t offer as much security as a bolt seal though so you are trading security for simplicity.  You have to always remember if it’s easy for you to cut the security seal then it’s easy for an intruder to cut the seal.   The costs of an open trailer when it arrives at the border would be beyond calculation.

Is that worth it? 

Bolt seals have been used on high value cargo – televisions or cigarettes – as they offer security and they are very hard to tamper with.  Cable locks are more suited to use with trailer doors and rail cars mainly because the containers are traveling further plus the container will be opened by someone on the other end – not the driver of the truck.  .

The cable lock is much easier to cut so it is the security seal of choice for trucks as most drivers have to cut the seal in order to get the truck unloaded when they reach their destination.   There is nothing worse for a driver than to arrive at the unloading dock only to find that the company doesn’t have bolt cutter when there is a bolt attached.  We have heard that border guards feel that carrying a bolt cutter in the truck defeats the purpose of the security seal because if someone breaks in then they can easily use the tool to get into the load.   They would obviously prefer if they tampering occurred with tools not supplied by the trucker.

The cable lock has the adjustable loop and this helps it to be put through the various size of loops that the trailer doors and rail car doors have.   The rail car doors especially have been used so often that only a cable seal can be used as it is almost impossible to get a bolt seal through the doors.  The rail cars take a beating as they travel across North America.

Two sizes of cable locks are C TPAT approved and these are the 3.5mm (1/8 inch) and 5mm (3/16 inch).   The tensile strength of a cable security seal has to be 10 KN to meet the ISO17712 requirements of a high security seal and that is what a 3.5mm cable usually is – between 10 KN and 13 KN – and a 5mm is 16 KN to 20 KN.   A bolt seal will be much higher security  – in the 35 KN range which is great high security but again this comes at price as the bolt seal is hard to remove.

The minimum cable diameter that used to pass the shear test of ISO 17712 and C TPAT was the 5mm cable but technology has now allowed the 3.5mm cable lock and this should be the minimum of cable seal diameter to be qualifying as a high security seal.  The users of the cable lock seals wanted them to be easier to cut and the suppliers listened to their input and the 3.5mm (1/8 inch) cable lock was born.

Cable locks of companies must be C TPAT (Customs-Trade Partnership Against Terrorism) compliant in order to be used as high security seals.

This includes all cargo, whether the United States is the final destination or the cargo is in transit. This practice, under C TPAT, is now mandatory for all companies.

This requirement is aiming for improving cargo protection and increasing supply chain security. And customers must ensure that the seal number of their sealed container is provided on the shipping instructions (Bill of Lading or BOL).

A High security seal give assurance to customs that the shipment has been sealed and as long as that security seal number matches the number on the Bill of Lading then the container should be safe.

When a container or shipment has been opened and that shipment was using a high security seal, customers are provided with an immediate indication as the high security seals would have to be destroyed to be tampered with, there won’t be just a little damage there should be a lot.

How to choose a high security cable seal?

High security cable seals are applicable for either indoor or outdoor use. They have unique serial numbers and customers must write down the serial number for security purposes. Some have bar codes for more convenience. The purpose of bar codes is to improve productivity and accuracy for projects. Allow for at least 10% clearance for thickness variation when threading the cable through the hole. Insufficient clearance may cause the cable to untangle.

Customers must use the shortest and thinnest length to reduce cost. Thicker cables are more expensive but offer more security because it requires special cutting tools to remove them. Medium length cables are preferred for securing the keeper bars on truck trailers and use another seal to secure the handle latch. But for securing both the keeper bars and the handle latch on truck trailers or shipping containers, customers should use long length cables.
The usable cable length for locking is shorter than the actual cable length because the cable is tapered.

Shipments for international borders will require a seal that is rated as High Security. For application on this, they should use the cable with a minimum 3.5mm diameter to comply with high security cable seals.

There are cable seals with plastic locking mechanism, which is better for thermal and electrical applications. The custom imprinted seals offer more security. For color-coding, there are available different background colors.

Container Seal

A container seal is a device inserted into the handle assembly on the door of the container.  It is numbered and coded and should be referenced on the bill of lading and manifest.

How can a container be tampered within a glimpse of an eye?
1. Be aware. With the use of a regular or cordless drill, the rivet that connects the handle with the locking rod can be destroyed in just a minute.
2. By pushing down the handle, the doors can be opened without touching the bolt seal.
3. And then, after tampering was made, the container’s doors are closed, and by inserting a replacement rivet and paint, a perfect tampering has been made, leaving no evidence.

What types of container seal are there?

A container seal can be either a High Security container seal or an Indicative container seal.  Cable seals and bolt seals are High Security seals as per C TPAT and ISO17712 and plastic and tin seals are Indicative seals as per ISO17712.   The High Security container seal has to have an H on it and the Indicative seal should have an I on it.

The seals are there to determine if the container has been tampered with.  The seal will have to be cut or removed in order to gain access to the container.   The more sturdy the seal is the more effort is required to tamper with it.   The Indicative plastic and tin seals are not used much anymore on containers as it was found that they could be tampered with and put back together to appear still secure.  

A high security seal will have to be cut or destroyed in order to gain access to the container and this will then show the shipper and the customer that the container seal was breached.

A container seal is not meant to prevent access to the container – it is meant to show if someone tampered with the container , that is it’s job.

A container seal can be used in refrigerated and non-refrigerated containers. They can be supplied with molded as well as non-molded corners.

New United States Container Seal Requirements:
     The United States Customs and Border Protection issued a notice reminding shippers and importers that all loaded containers entering the United States beginning October 15, 2008 are required to be sealed with a container seal meeting the ISO/PAS 17712 standard.

This standard requires that the container seal should meet or exceed certain standards for strength and durability to prevent accidental breakage or undetectable tampering under normal usage. The ISO/PAS 17712 requires that each seal be clearly and legibly marked with an identification number.
     
 Tanks and open top containers that cannot accommodate a seal meeting the ISO/PAS 17712 standard are not subject to the statutory requirement but members of Customs and Border Protection and Customs-Trade Partnership Against Terrorism program are required to use seals meeting the ISO/PAS 17712 standard for mechanical seals.
