In French, FAST is referred to as EXPRESS. It is a clearance process for known low-risk shipments. The Free and Secure Trade program is a joint program between the United States Customs and Border protection and Canada Border Services Agency.

The Fast and Secure Trade Program (FAST Program) offers pre authorized importers, carriers and driver expedited clearance for eligible goods. This is designed to ensure the security and safety of cargo while increasing the economic growth of each country. It also allows low risk participants to receive expedited border processing. This will re-direct the security efforts and inspections of US Customs and Border Protection to where they are needed the most.
Basic Participation Requirements for United States and Canada for the Fast and Secure Trade Program (FAST Program):
It must be a C TPAT approved carrier for any truck that is using FAST lane.
It must be a C TPAT approved importer for carrying qualifying goods.
The driver must be in the possession of a valid FAST Commercial Driver Registration ID Card.
The manufacturer must be an approved C TPAT participant.
They must be complying with the Customs and Border Protection high security seal requirements.
Fast and Secure Trade program is strictly voluntary. In completing the application form, all the information that has been given will be used to determine its eligibility. Some of the information requested will be designated as optional during the application process. The eligibility to participate in FAST program will not affect whether they provide the optional information. Any person who wants to join in the FAST Commercial Driver Program must fill out another application form. They can join through online application or paper application.
How to apply using Global Online Enrollment System?
Make an in inquiry to the Canada Border Services Agency and follow the instructions.
Register an account on Global Online Enrollment System. Create a password and wait for the identification number they will send.
Apply to FAST. Log in to GOES account and then complete the FAST application form. And lastly, submit the application.
Time for processing. Monitor the GOES account you made for notices. You will be informed by GOES if your application is approved or rejected. Then get ready for an interview at the nearest FAST enrollment center.

Documents needed in applying to Fast and Secure Trade Program (FAST Program)
Valid passport, birth certificate, Canadian citizenship certificate with photo or Certificate of Indian Status for proof of citizenship and admissibility.
Valid driver’s license, provincial identification card or federal identification card for proof of current place of residence.
Car registration number but not mandatory
FAST card number for people renewing their membership
Valid credit card

You have to download the application form online.
Fill out the PDF form completely.
Print the form and then mail it in with the processing fee.
The process in determining the eligibility will take six to eight weeks.
