The following are the steps on how to join the C TPAT program:
Fill out an application form that states the information of their business, commitment and profile of their supply chain. * They need to complete and then submit the supply chain security questionnaire to Customs.
* They need to work out and apply the security program to their supply chain with C TPAT guidelines.

How to join C TPAT – Submit the Company Profile and Security Profile to the C TPAT Security Link Portal

Wait for the US Customs and Border Protection to respond whether the account status is Certified or Rejected. This process will take 90 days before the issuance.

The applicant will be assigned a username and a password. They will be considering as “pre-applicant” in their account status. They have to make sure that the Company Profile and the Security Profile be submitted simultaneously to avoid password expiration. If this happens, the applicant will have to do the same process again but with different username and password.

A Supply Chain Security Specialist will be assigned to an approved application. The Supply Chain Security Specialist will evaluate the supply chain of the business and gives suggestions for improvement.

How to join C TPAT Certify the business as a member.

Demands of C TPAT Seals:
* To the Manufacturer: The manufacturer is responsible for sealing the container. Manufacturers are responsible for the cargo storage while the handling facilities for the container should set up an accurate security system to prevent improper manipulation. They must keep a log of the seal numbers that were issued and used and use the C TPAT seals in a safe manner.   Lastly, they have to make it sure that all documentation, including electronic data transmission, are complete with all pertinent seal information upon submitting the cargo to be shipped.

* Seal Integrity Responsibilities: The security personnel who have been instructed and trained in the proper use and application of C-TPAT seals must set up the seal for the manufacturing company. To avoid seals being set up in consecutive order, instead of issuing at random, the person in charge will be strictly controlled in accessing the seals. The seals must be put into a safe place, such as a locked cabinet, and the secure location must be restricted. Only those who are responsible for the inventory and affixing of seals should have access to them. A standardized log must be kept for the protection and account for all seals. Before a new seal is issued for the container, all seals that are removed from cargo or container for customs inspection must be put in plain view of the container. They should also make a system of documentation and report any changes due to customs inspection.

C TPAT Seal Requirements:

On April 16, 2002, Customs Trade Partnership Against Terrorism known as C  TPAT program was launched by U.S. Customs and Boarder Protection (CBP). The main goal of the C  TPAT Certification program is to protect the import supply chain from terrorists that would smuggle for destruction.

Since the program was launched, we can see changes. Many companies now require C  TPAT membership from their suppliers and eligible companies and companies that required being C  TPAT compliant to join the program are preparing the same security profiles as their customers.

C  TPAT Security Profile is an outline of policies, company procedures and controls, selection of import supply chain business partners, hiring practices, information technology, physical security and they serve as an application to the C  TPAT program. This is required to get C  TPAT Certification.

Those who apply for the C  TPAT program, need to complete paperwork with customized security questionnaires and then send it to their import supply-chain business partners, like foreign manufacturers or suppliers, transportation service providers, custom brokers and more, for review and recommendation if appropriate.

A C  TPAT consultant will then visits the domestic facilities and made an assessment, record the policies, procedures and controls that need to be acted upon. NJA does the C  TPAT Security Profile. This is required to get C TPAT Certification.

2. U.S./Canada Highway Carriers

3 U.S./Mexico Highway Carriers for C  TPAT Certification

Rules for the Mexican Companies to join the C -TPAT program:
a. The Mexican firm has an active U.S. Customs and Border Protection Manufacturer Identification (MID) number.
b. The Mexican firm is an active legitimate Mexican manufacturer and is incorporated in Mexico. Mexico is the country of origin.

10. Canadian Manufacturers C  TPAT Certification
Rules for Canadian Companies to join the C -TPAT program:
a. They have an American Division that has an U.S. Importer of Record Number (IOR)
b. The Canadian firm has an active U.S. Customs and Border Protection Manufacturer Identification (MID) number
c. The Canadian firm is neither of the above but is an active legitimate Canadian manufacturer and is incorporated in Canada. .

11. Certain Invited Foreign Manufacturers

Companies not eligible to join the C-TPAT program but must be compliant if they are in the supply chain:

a. Third Party Warehouses.
b. Container Freight Stations (Bonded or Not).
c. American Carriers that neither cross the Mexican nor the Canadian border.
d. Consolidator/stuffing facilities
e. Foreign Manufacturing facilities. 

C  TPAT consultants do the C -TPAT security profiles for clients. If clients are compliant and not eligible to join the C-TPAT program, they do not post the security profile to the U.S. Customs website but the security profile enables the client to show and maintain market share to the import or service provider by being able to solicit business with companies that are C  TPAT members or compliant and have their C  TPAT Certification.
